Soviet physicist who proposed the phase stability principle in 1944, published in a Russian journal that did not reach the West during wartime; the principle showed how to keep particles synchronized with a rising accelerating field, opening the way to energies a cyclotron could not reach. Edwin McMillan in the United States arrived at the same principle independently the following year, and once he learned of Veksler's earlier paper he acknowledged its priority; the two later shared the 1963 Atoms for Peace Award.
